一、應(yīng)急預(yù)案的方針與原則
更好地適應(yīng)法律和經(jīng)濟(jì)活動(dòng)的要求;給企業(yè)員工的工作和施工場(chǎng)區(qū)周圍居民提供更好更安全的環(huán)境;保證各種應(yīng)急資源處于良好的備戰(zhàn)狀態(tài);指導(dǎo)應(yīng)急行動(dòng)按計(jì)劃有序地進(jìn)行;防止因應(yīng)急行動(dòng)組織不力或現(xiàn)場(chǎng)救援工作的無(wú)序和混亂而延誤事故的應(yīng)急救援;有效地避免或降低人員傷亡和財(cái)產(chǎn)損失;幫助實(shí)現(xiàn)應(yīng)急行動(dòng)的快速、有序、高效;充分體現(xiàn)應(yīng)急救援的“應(yīng)急精神”。堅(jiān)持“安全第一,預(yù)防為主”、“保護(hù)人員安全優(yōu)先,保護(hù)環(huán)境優(yōu)先”的方針,貫徹“常備不懈、統(tǒng)一指揮、高效協(xié)調(diào)、持續(xù)改進(jìn)”的原則。
二、應(yīng)急策劃
(一)工程概況
商務(wù)廣場(chǎng)A、B座工程(以下簡(jiǎn)稱本工程)是由山東房地產(chǎn)開(kāi)發(fā)有限公司投資開(kāi)發(fā)的商辦建筑群,位于濟(jì)南市二環(huán)東路百花公園對(duì)面,處于濟(jì)南市開(kāi)發(fā)區(qū)的繁華商住區(qū)。地下3層,地上30層,地下3層為車庫(kù)和設(shè)備用房,地上1-4層為城市商業(yè)、金融、證券、商務(wù)會(huì)所及休閑娛樂(lè)中心,5-28層為大空間商住兩用房,29-30為設(shè)備和電梯房。本工程由山東大衛(wèi)建筑設(shè)計(jì)有限公司設(shè)計(jì)。由兩棟連體建筑通過(guò)裙房相連接,與B座、C座及其裙房等工程共同形成塔樓、板式樓、裙房為一體的現(xiàn)代化建筑群。
本工程由兩棟連體30層塔樓組成,塔樓呈正四方形,總高度122.9米,結(jié)構(gòu)高度104.5米,建筑面積約71025平方米,南北長(zhǎng)78.4米,東西寬62.75米,塔樓為30.4米×31.5米的長(zhǎng)方形,外窗為豎向條窗,頂部為弧形反檐處理。箱形基礎(chǔ),框架-剪力墻結(jié)構(gòu)體系,塔樓標(biāo)準(zhǔn)層
